However, for a shift to occur, I do believe that intiatives not only have to come from the government, but also from the people themselves. People here are reliant on help. This reliance on help energizes the supply for help, and makes being a maid, a driver or a guard a viable career choice. At the same time, there needs to be more opportunities for pepole to educate themselves. In the provinces, people don't have proper health or educational facilities, thus adding to the problem.
